From the next financial year, Rajasthan government will present its Budget on the lines of revenue capital format, shifting from plannon-plan budgeting.
Union government has submitted the guidelines under which new Budget will be prepared. “We are ready with the changes and exercise of Budget preparation will on the new guidelines,“ said an official.
Rajasthan government has been given flexibility to merge allocation of money under tribal sub plan (TSP) into schemes in revenue and expenditure.
According to the officials as part of the revamped expenditure categorisation, administrative expenses are likely to be classified as ‘revenue expenditure’ while public money spent on grants for creation of assets may be classified as ‘capital expenditure’.
The rolling out of new expenditure classification from 2017-18 will be in sync with the end of the 12th five-year Plan period in March 2017.
The change in format is being made after an expert committee headed by C Rangarajan in 2011, proposed that the distinction between Plan and non-Plan expenditure be abolished for both the Centre and states
